In an effort to reduce groundwater treatment system costs, Mundell decided to turn over the operation and maintenance (O&M) of one of its remediation systems to a sub-contractor located much closer to the system than Mundell. Mundell developed and then trained the sub-contractor using the step by step written guidelines for all routine maintenance procedures, site visit procedures, and sampling procedures. Mundell acted as grant project manager and coordinated all technical task activities, communication and submittals to the U.S. EPA for a scientific study to determine if air quality was more likely impaired near low income and minority populations. A GIS based approached was used for this environmental justice grant to the United States Environmental Protection Agency Region V on behalf of the Indianapolis Urban League Environmental Coalition. The results of the relational data evaluation indicated that low-income citizens and people of color are disproportionately located near Toxic Release Inventory facilities in Marion County.
